Confirm the importer, broker authority, classification and applicable product requirements separately. An importer able to handle one general shipment may not be ready for every sector, product or model.
Questions to answer before departure
Is the importer properly registered for this product and transaction?
Do the description, use, material, brand and model support the tariff classification?
Do invoice and packing details match the electronic entry data?
Do NOM or other non-tariff requirements apply?
What local charges, appointment and unloading conditions are outside the base quote?
Importer registration does not settle the product requirements
SAT provides importer and sector-register information and Encargo Conferido guidance. Have the importer and filing contact confirm the applicable status and authority. SAT: importer registers and authorization material
Applicability depends on the tariff entry, product description and relevant provisions. There is no single NOM requirement for all goods; check the actual certificate, labelling or other requirement. SNICE: tariff-linked NOM information
Give the filing team facts—not a request for “all certificates”
- China manufacturer or seller: Supply materials, function, brand, model, technical specifications, origin and trade records. Match accessories and packages to each model.
- Mexican importer: Confirm tax and import-activity status, applicable registers and authorization. Name the contact responsible for document requests and product matters.
- Local broker and product-compliance contact: Use the product file to establish the tariff entry, applicable rules and electronic-record match. Identify what has to be ready before shipment.
Check whether an existing certificate actually covers this shipment
A different model, certificate holder or condition of use may change applicability. Keep classification, registration, authority and missing product records open until confirmed. Use the current foreign-trade rules rather than a saved PDF from a previous year; no unresolved file supports a guaranteed release or final tax amount. SAT: current foreign-trade rules and annexes
Turn the review into an execution list
Confirm importer readiness
Check whether the importer and its customs representative can handle the proposed goods.
Review classification and controls
Match classification, duties, permits and product requirements to the actual cargo.
Align the declaration data
Keep the description, quantity, value, origin and transport information consistent across the documents.
Write down the delivery scope
State responsibilities for taxes, examinations, storage, inland delivery and unloading.
Useful records for the first review
- Importer details and broker-authorization arrangement
- Invoice, packing list and transaction terms
- Product sheet, use, materials, model, brand and photos
- Available labels, certificates or regulatory support

What the logistics plan cannot replace
Importer status and product-specific requirements need current local confirmation. A freight arrangement cannot cure a missing import prerequisite.
Scope and content review
Pre-shipment checks for commercial goods from China to Mexico. General, sector-specific, exempt and special-regime arrangements need confirmation for the actual import.
Content owner: Meiya Baitong (Xiamen) International Supply Chain Co., Ltd. · Reviewed
This review: Added separate importer-register and broker-authority checks, with tariff-linked product requirements and document applicability.
Requirements can change. Confirm the current rule and its applicability before shipment; this page is a planning guide, not an authority decision on your cargo.
Sources for further verification
Requirements should be checked against the responsible authority, the importer and the actual filing arrangement at the time of shipment.
