Confirm the actual importing entity, authorization, filing route and product file. A change in NCM or product attributes can change the permit, tax and filing assessment; a previous shipment is not a standing approval.
Questions to answer before departure
Can the importer operate in Siscomex for the proposed transaction?
Will the current workflow use DI, Duimp or another applicable procedure?
What technical facts support the NCM classification?
Are licences or administrative controls triggered before shipment?
How are taxes, port costs, storage and inland delivery treated in the quote?
“We have RADAR” is the start of the check—not the conclusion
The legacy RADAR page directs authorization checks, from 31 August 2026, to Portal Único: Cadastro de Intervenientes → Habilitação → Consultar Habilitação. An old screenshot does not establish current status. Receita Federal: authorization lookup notice
The transition is staged and the official schedule continues to change. Have the local filing team check the actual operation, transport mode and relevant conditions rather than applying one deadline to every shipment. Siscomex: DI shutdown and Duimp transition
The 27 September 2026 Duimp update adds item-level consumption-location fields for UF (state) and município (municipality), plus applicable CBS/IBS legal-basis information. Have the importer and tax contact confirm the fields; do not assume the delivery address is the consumption location. Siscomex: 089/2026, Duimp tax-reform fields
The notice states that CBS/IBS will not be charged or collected before 1 January 2027. A new field or system calculation is not, by itself, a payable amount. Recheck against the intended filing date rather than carrying the 2026 treatment into every future shipment. Siscomex: 100/2026, CBS/IBS collection
Make the product attributes and delivery conditions usable
- Manufacturer or China seller: Provide function, composition, manufacturer, brand, model and technical attributes that support the NCM assessment. Align the commercial and packing records.
- Brazilian importer and local filing team: Confirm the entity, representation, NCM support, attributes and filing route. Identify applicable permits or LPCO, tax assumptions and document gaps.
- Receiving site: For heavy cargo, confirm forklift capacity under the actual loading conditions, fork access and reach—or the lifting equipment, working space and appointment. “We have a forklift” is not a handling plan.
A tax estimate does not establish permit readiness
State the NCM, value, state and transaction assumptions behind a tax estimate. Determine any pre-shipment permit or LPCO work from the actual administrative-control check. Changes to the entity, model, port or destination state call for reassessment—not reuse of historical rates. Siscomex: import administrative controls
Turn the review into an execution list
Confirm the importer and filing route
Check importer authorization, representative authority and the declaration route available for the shipment.
Build the product record
Match the manufacturer, NCM classification, product attributes and model to the physical goods.
Check controls and tax assumptions
Confirm whether permits or LPCO are needed and identify the calculation basis for each applicable tax.
Plan the local handovers
Connect port handling, release, inland transport, appointments and unloading in one delivery plan.
Useful records for the first review
- Importer and broker details
- Invoice, packing list, Incoterm and payment background
- Technical description, composition, function, model and photos

What the logistics plan cannot replace
Brazil’s systems and processes continue to evolve. The operational route and tax assumptions should be confirmed for the shipment date, importer and product.
Scope and content review
Pre-shipment assessment for commercial goods from China to Brazil. Authorization, filing route, administrative controls and taxes depend on the importer, goods and operation date.

This review: Added the 2026 authorization and DI/Duimp changes, distinguished CBS/IBS filing fields from collection, and expanded NCM and heavy-delivery checks.
Requirements can change. Confirm the current rule and its applicability before shipment; this page is a planning guide, not an authority decision on your cargo.
Sources for further verification
Requirements should be checked against the responsible authority, the importer and the actual filing arrangement at the time of shipment.
